POLICY FOR SERVICE DELIVERY SYSTEM

Project objective:- BAIF led NAIP is committed to develop a replicable and holistic approach for promoting sustainable livelihood for tribal and remote areas of Maharashtra. It would be achieved through convergence of tested technologies and strategies of family focused and area based programme.

Area of operation:- Five districts of Nadurbar, Ahmednagar, Yavatmal, Chandrapur and Gadchiroli out of 11 backward districts of Maharashtra have been selected. Project wil be operated in 10 clusters covering more than 100 villages. 450-500 farm families would be included in the programme. The programme will be implemented by team at cluster level including one RA, one SRF and two supporting staff.

The major interventions are:-

» Improved agriculture practices right from production, processing, value addition and marketing Livestock development – promotion
   of crossbred cows and quality bucks and nutrition supply
» Water resource development – irrigation water supply to 400 families per cluster People’s organizations will be formed and
   strengthened for strong involvement at all phases of project and sustainability of the process in post-project period.

Service delivery mechanism:- Families would be enrolled after ‘informed consent’ by them. Services mean inputs by subject matter specialists as well as material inputs required for successful interventions. Responsibility of service delivery is with concerned consortium partners. Team of technical and extension officers at each cluster will be responsible for providing timely necessary inputs. Material would be procured from competent supplier following NAIP procurement procedures. All material would be taken to cluster offices and participants are expected to take it from cluster office with due completion of documentation. Cluster team is also responsible for maintaining necessary documentation.

It is planned to develop primary groups of participants having similar project interventions such as group of farmers, of livestock keepers (Gopalak Sangh) and group of farmers having orchards (Wadi tukadi). During first year of the project, representatives of these primary groups would be involved in distribution of material. Cluster level committee would be formalized comprising representatives of primary groups. Next year this committee would be involved not only in material distribution but also in procurement process.

Following principles would be observed in the process of service delivery:-

» People centeredness – This is the core principle of service delivery, which calls for recognition of a relationship between
   • Respecting people and individuals
   • Responding to complaints
   • Seeking feed-back and providing improvement
   • Involving people in monitoring

» Equity -
The focus would be on equitable distribution of material among all the participants.

» Transparency -
The whole process would be transparent. The participants would clearly know what inputs they are going to get
   and what basis and cost of service.

» Accountability –
Respective partners of consortium would be accountable for timely delivery of needed inputs.

» Integrity -
Delivery of public services would be built around high stan dards of integrity in public institutions. This can be achieved
   through setting healthy policies that do not afford opportunities for behavior that can subvert high standards of integrity, through
   better information dissemination and institutional strengthening.

» Fairness -
There would be a conscious attempt in achieving fairness in providing services.

» Rationality -
All decisions of service delivery would be taken on the basis of facts and data. Measurements would be against base
   lines, wherever possible.

» Efficiency -
The cost of service would be continuously monitored to optimize resource use and to avoid waste.

» Convergence -
Wherever required convergence of services would be attempted to enhance impact, facilitating horizontal and
   vertical linkages mainly with concerned government departments.
» Right to service delivery –
Participants enrolled for the programme have right of quality service delivery.

» Grievance redressal -
Grievances of those, who are dissatisfied with service delivery would be addressed by forming a committee
   which would include representatives of local people’s organization & of participants and responsible officer from respective partner
   organization.
